The Research and Evaluation Unit is a workgroup within Adult Services that conducts various projects that are funded by the Oregon Department of Human Services, Seniors and People with Disabilities (SPD).
As the name suggests, R & E Unit projects often involve research or evaluation activities, but also may include program development and training activities. A purpose of the R & E Unit is to assist the State of Oregon in developing and maintaining quality service systems for adults with developmental disabilities. Specific projects are funded biennially, but may extend across bienniums.
A current R & E Unit project is the Evaluation of Oregon’s Real Choice System Transformation Grant (ReBAR Project). This project (funded 2006-2008) includes the following activities:

Develop the conceptual model of an evaluation plan for the ReBAR Project.
- Prepare an evaluation plan for approval by the federal Centers for Medicare and Medicaid Services (CMS) and Oregon’s Department of Human Services, SPD.
- Develop instruments to collect evaluation data.
- Collect, maintain, and report, as directed, evaluation information to SPD and CMS.
- Consult with and assist SPD, as requested, in the implementation of ReBAR Project activities, including providing consultation to the Project’s Quality Management Resource Team.
