The Research and Evaluation Unit is a workgroup within Adult Services that conducts various projects that are funded by the Oregon Department of Human Services, Seniors and People with Disabilities (SPD).

As the name suggests, R & E Unit projects often involve research or evaluation activities, but also may include program development and training activities. A purpose of the R & E Unit is to assist the State of Oregon in developing and maintaining quality service systems for adults with developmental disabilities. Specific projects are funded biennially, but may extend across bienniums.

A current R & E Unit project is the Evaluation of Oregon’s Real Choice System Transformation Grant (ReBAR Project). This project (funded 2006-2008) includes the following activities:

  1. Develop the conceptual model of an evaluation plan for the ReBAR Project.
  2. Prepare an evaluation plan for approval by the federal Centers for Medicare and Medicaid Services (CMS) and Oregon’s Department of Human Services, SPD.
  3. Develop instruments to collect evaluation data.
  4. Collect, maintain, and report, as directed, evaluation information to SPD and CMS.
  5. Consult with and assist SPD, as requested, in the implementation of ReBAR Project activities, including providing consultation to the Project’s Quality Management Resource Team.
