Technical Assistance Center for Positive Behavioral Interventions and Supports
Funded by The Office of Special Education Programs, U.S. Department of Education

This project builds from the technical, organizational and collaborative accomplishments of the initial Center, and addresses directly the need to solidify and expand the school-wide PBS initiative. A core feature of the Center is development of a "brokerage approach" to technical assistance that will facilitate expanded implementation of school-wide PBS. In addition, knowledge development and evaluation activities will focus on expanding the (a) levels of effective school-wide PBS to those students with the most extreme behavior support needs, (b) contexts where school-wide PBS is effective to include the unique challenges in urban schools and high schools, and (c) accessibility of school-wide PBS practices, systems and outcomes through a coordinated system of dissemination efforts.

Specific objectives and outcomes of the PBIS Center will be:

Objective 1. Identify and enhance knowledge about, and practical demonstration of, school-wide PBS practices, systems and outcomes along the three-tiered continuum (primary, secondary, tertiary).

Outcomes:
  1. An annual report examining the current status of school-wide PBS implementation across the nation.
  2. School-wide PBS implemented in at least 4000 schools across 35 states/districts.
  3. Three programs of research addressing (a) function-based support at the secondary and tertiary levels, (b) district level implementation, implementation in urban settings, and (c) implementation in high schools.
  4. A "state-of-the-science" text edited by a network of researchers synthesizing the empirical knowledge available related to school-wide PBS.
  5. Annual reports identifying trends and themes in school-wide PBS based on information from a national database on office discipline referrals and other discipline outcomes.

Objective 2. Develop, conduct and evaluate technical assistance and dissemination efforts that allow evidence-based practices to be implemented on a large scale with high durability and effectiveness.

Outcomes:
  1. An accessible, bilingual, web site providing current information on school-wide PBS practices, systems, outcomes, training materials, and policies.
  2. A "Brokerage Approach" to large-scale implementation of school-wide PBS, and development of at least six active brokerages.
  3. Five policy-relevant forums and conference for PBS trainers, policy makers, and implementers: including at least one national conference.
  4. Twenty reports documenting knowledge, evaluation and policy advances in school-wide PBS.
  5. Dissemination of knowledge through multiple forums to ensure accessibility by teachers, families, administrators, policy makers and researchers.
  6. Development of active communities of practice through partnerships with relevant programs and national organizations

The Center operates as a consortium of researchers, advocates, family members, teacher educators, professional association leaders, and model developers under the co-direction of George Sugai and Rob Horner (University of Oregon) with research collaborators (Tim Lewis, University of Missouri; Terry Scott, University of Florida; Glen Dunlap and Donald Kincaid, University of South Florida; Wayne Sailor and Rachel Freeman, University of Kansas; Bob Algozzine, University of North Carolina) and implementation collaborators (Lucille Eber, ISBE; Susan Barrett and Burt Lohnes, Shepard Pratt; Carol Massanari, Mountain Plains Regional Resource Center; Robert Putnam, May Institute; Don Kincaid, University of South Florida).

The Center also receives guidance from an external evaluation team. The following themes integrate the objectives and activities within this project:

  1. Expanding school-wide PBS technical assistance to allow large-scale implementation
  2. Emphasis on effective education and support for those students in the secondary and tertiary tiers
  3. Expansion of school-wide PBS to urban schools and high schools
  4. Increased accessibility to the concepts, outcomes and research associated with school-wide PBS
  5. A brokerage approach to capacity building
  6. Utilization of state-to-state communities of practice
